Policy Agenda

Every year, CEDAM works with its members to develop a legislative policy agenda. The agenda guides policy staff and the Policy Committee as they advocate in Lansing and beyond for community economic development.

In 2010 CEDAM will seek to achieve:

  • Fast, fair, and effective distribution of NSP1 and NSP2 funds with a focus on collaboration.
  • Increased Low Income Housing Tax Credit investment in Michigan.
  • Restrictions on predatory lending practices.
  • Strong FY 2011 federal budget allocations for housing and community economic development programs, including the National Housing Trust Fund and the HEARTH Act.
  • Increased public access to broadband in local libraries, public schools, and other public facilities in rural Michigan as well as increased and cost-effective availability of broadband access to rural homes and businesses.

At all times, CEDAM supports and advocates for:

Affordable Housing

  • Permanent affordable housing
  • Development and preservation of affordable rental housing
  • Development of promising rental housing models, including permanent supportive housing
  • Incentives and rewards to affordable housing providers to follow green building guidelines

Vibrant Neighborhoods

  • Transformation of transit for overall community mobility
  • Creation of safe environments, including tools for addressing blight and drug nuisances
  • Reductions in racial segregation
  • Historic Preservation

Economic Development

  • Policies that assist people with learning new skills to support the new economy and promote entrepreneurship
  • Community development that leverages federal stimulus investment
  • Downtown revitalization
  • Support for local businesses

Homeownership (see Michigan Foreclosure Task Force)

  • Foreclosure prevention
  • Consumer protections from predatory lending
  • Homeownership counseling and resources for homeownership for all individuals
  • Financial resources for home repair and improvements

Asset Building (see Asset Building Policy Project)

  • Improved financial literacy for all Michigan families
  • Expanded opportunities to save and create wealth for Michigan families
  • Increased access to affordable, high-quality financial services and products

Healthy Rural Communities (see Michigan Rural Network)

  • Access to broadband Internet services throughout rural Michigan
  • High-quality education in small and rural communities
  • Renewable energy investment and energy conservation efforts in rural communities
  • Better health care services and access in rural communities
  • Better infrastructure and transportation systems in rural Michigan
  • Cultural economic development measures for rural Michigan
  • Regulatory legislation for the agri-tourism industry
  • Decent affordable housing all rural Michigan residents, especially very-low and low-income families
