crisis in Michigan as well as the growth of Asset
Building to assist
families.
- The first 3 sections will be
on the Michigan Foreclosure Task Force, news items
surrounding Michigan's foreclosure crisis, and a listing of
resources for you to find data, best practices, and much
more.
- The
next 2 sections include state and national
policy information regarding different forms of Asset Building and the movement surrounding
these ideas.
- The final section
includes a short description of an event happening TONIGHT
that might be of interest to all of our members in the
Metro-Detroit area.

| What is the Michigan Foreclosure Task
Force? |
| Michigan's Community Development nonprofit response
to the crisis |

In 2007, CEDAM and several partners
including Michigan's CRA Association, Detroit HOPE, Southwest Housing Solutions, and the Michigan Community Action Agency Association
(MCAAA) formed the Michigan Foreclosure Task Force to
respond to the state's foreclosure crisis in a coordinated
fashion.
In December, the task force outlined
three key goals for 2008:
- Augment the quality of and
access to housing counseling efforts in local communities;
- Advocate for passage of
strong anti-predatory lending and foreclosure
avoidance/rescue legislation at the state and federal level;
and
- Identify resources and
solutions for local communities to address the neighborhood impacts of concentrated
foreclosures.
- The task force
meets bi-monthly, and committees are being organized to lead
work around these three goals. Future e-updates and the task force website will inform members and
partners of our progress.

- The next meeting of
the full task force in on March 20th from 2-4pm at the
Primary Care Association in
Lansing.

| Michigan
Attorney General Holds Foreclosure Forums - starting
TODAY
The Attorney
General's Office is holding a second round of
consumer forums on February 12
(Detroit), February 13 (Saginaw) and February 14 (Grand
Rapids). Mortgage servicers and consumer
advocates will be on hand to meeting with homeowners. The AG
reports that 4,200 homeowners attended the first forum in
December in Detroit.
MSHDA Save
the Dream program passes out of committee
In November, Governor
Granholm announced the Save the Dream program to help
homeowners refinance adjustable rate and high-cost home loans
to fixed rate, low-interest 30-year mortgages.
- The
bill authorizing MSHDA to operate the program passed the
House in December and passed the Senate Banking and
Financial Institutions Committee on
2/7/08.
- The
bill now moves to the Senate floor for approval, and the
program will be made available shortly
thereafter.
- MSHDA has
established a hotline for consumers (866-946-7432) as well
as a website which refers
callers to MSHDA approved housing counselors in their
community.

Governor
Granholm Receives Assurances from Mortgage
Servicers
On January 11th, Governor
Granholm announced that she met with mortgage servicers and
received assurances that they would take certain steps to help
Michigan homeowners facing foreclosure. There are
eight action
items,
including:
1) A
willingness to freeze interest rates on Adjustable Rate
Mortgages (ARMs) for up to five years in certain
situations;
2) Proactively
reaching out to borrowers before mortgage rates reset to
work out alternatives to foreclosure;
3) Assisting
the state and federal HOPE NOW program implement home
preservation programs and helping distressed borrowers with a
workout plan;
4) Working with
the state on outreach efforts to inform borrowers with
subprime ARMs to contact their servicers immediately if they
feel they are at risk for losing their home when the rate
resets;
5) Proactively
identifying methods to address the issues of vacant and/or
abandoned properties.
Senator Cassis
Reverses Stance on EITC Freeze (SB 662)
On
January 24th, Senator Cassis released a statement announcing
that she has "absolutely no intent of holding a hearing on
Senate Bill 662," which proposes to delay the enactment of the
Michigan Earned Income Tax Credit (EITC) until the State's
rainy day fund reaches $250 million. This is a significant victory for
working poor families to build assets!
Thanks

against this bill.
Low-Income
Energy Efficiency Account Program Act
Senator Jansen has introduced
SB
1046 to establish
Individual Development Accounts (IDAs) for low-income families
to purchase energy efficient products, such as energy
efficient windows or insulation. The bill has been referred to
the Senate Committee on Energy Policy and Public Utilities and
is expected to be heard soon as part of the Senate
Republican's Green Michigan Initiative.
CEDAM
will continue to track this innovative asset building
legislation.

level |
| National Affordable Housing Trust
Fund |
The National Housing Trust Fund bill has passed
the House (H.R. 2895) and is now in the Senate (S. 2523).
Neither of our Michigan Senators, Levin and
Stabenow, are co-sponsors of the bill. In order to
stir up some momentum, we need
your help to write letters and make phone calls to their
office.
2008
Federal Budget - Funding for Asset Building Programs
As part of the 2008 Omnibus Appropriations bill, several
key asset building programs will be funded.
- Assets for Independence
(AFI): Provides grants to nonprofits to match the savings
of low-income families to purchase their first home, start a
business, or pay for college. It received $24 million, which
is a slight reduction from 2007.
- Family
Self-Sufficiency: Through the Department of Housing
and Urban Development (HUD), this helps residents in
subsidized housing with case management and savings
opportunties to help them achieve financial self-reliance.
It received $49 million for vouchers and $40 million for
Resident Opportunities and Self-Sufficiency, which is $2
million higher than 2007.
Volunteer Income Tax
Assistance (VITA): Encourages and helps low-income families
to receive the Earned Income Tax Credit (EITC), which is the
nation's largest work support program and lifts millions of
working poor families above the poverty line. It received $8
million.
- Community Development
Financial Institutions (CDFI) Fund and
Microenterprise: These programs received increased
funding for the first time in seven years! The CDFI Fund received $94 million, SBA Microloan Lending received $20
million, SBA Microloan Technical Assistance
received $15 million, and Program for Investment in
Microentrepreneurs (PRIME) received $3 million.
The
Savings for Working Families Act (S. 871 and H.R. 1514)
SWFA will provide matched Individual Development Accounts
(IDAs) to 900,000 low-income families and gained 108
bipartisan cosponsors. In Michigan, Senator Stabenow and
Representatives Ehlers, Hoekstra, Kildee, McCotter, and
Walberg are already cosponsors.
CFED has made several tools available to help contact
Congressional Members in Michigan who are not yet cosponsors.

| Real Estate Development event TONIGHT in
Detroit |
The next Model D speaker series event "Detroit Sells"
will look at the residential real estate market in Detroit -
topics include who's buying, what they're looking for, what
keeps the Realtors invested in the Detroit market and an
overview of the state of the market.
The event will be at 4:30
p.m. on Tuesday, Feb. 12 on the 32nd floor of the
Guardian Building in downtown
Detroit.

Afterward, a panel of Realtors who sell in Detroit
will discuss their experiences and take questions from the
