Development Company chooses community over profit in Northern Michigan
Bowers Harbor InnA development company up north could have put up houses on scenic property near the Bowers Harbor Inn, north of Traverse City, and made it less scenic. Instead, using rules established by the Michigan Historic Preservation Network, the developers focused on how the next generation will use this land. They are placing community and geography over profits.

The Woodbridge Neighborhood Development Corporation is wrapping up work on its neighborhood development strategy in collaboration with University of Detroit Mercy's Detroit Collaborative Design Center.


Environmental firm uses science to find ways to finance projects

CEDAM Member Corey Leon works for AKT Peerless, an environmental firm with offices in Flint, Farmington Hills, Detroit, and Lansing. The firm works with New Market tax credits, brownfield tax increment financing, and many other tools to make a project work.

Metro Detroit is inching closer to real mass transit

John Hertel, CEO of the Regional Transportation Coordinating Council, who is spearheading the drive for mass transit, says the cost of building is high, but the cost of NOT building it is even higher. Hertel commented, "There are dozens of pluses to mass transit... For every government dollar spent on mass transit in the United States in the last 20 years, private investment matches with $8.50." A blueprint for a local transportation system should be ready by the end of this year.

The Housing Assistance Council has launched the Rural Homelessness Capacity Building program. It will offer technical assistance, audio-web trainings, and online information for organizations serving rural homeless populations.  Selected organizations working in high need communities will also receive grants to pursue capacity building activities.

Rural Business Opportunity Grants

DEADLINE: March 31, 2008

Description: The Rural Development State Offices administer the Rural Business Opportunity Grants program on behalf of USDA Rural Development at the State level. The primary objective of the program is to improve the economic conditions of rural areas. Assistance provided to rural areas under this program may include technical assistance for business development and economic development planning.

 

Rural Economic Development Loans and Grants

DEADLINES: March 31 & June 30

 

USDA provides zero interest loans to local utilities which they, in turn, pass through to local businesses (ultimate recipients) for projects that will create and retain employment in rural areas. Section 538 Rental Housing Guarantee

DEADLINE: Applications received by April 25 will be processed first; continued acceptance while funds available.

 

The Rural Housing Programs guarantees loans under the Rural Rental Housing Guaranteed loan program for development of multi-family housing facilities in rural areas of the United States.  Loan guarantees are provided for the construction, acquisition, or rehabilitation of rural multi-family housing.

Rural Capacity Building Initiative

The Rural Community Development Initiative (RCDI) program provides technical assistance and training funds to qualified intermediary organizations to develop their capacity to undertake housing, community facilities, and community and economic development projects in rural areas.

Training: Neighborhood Improvement Authority Act - How to Use Tax Increment Financing in Your Neighborhood - Lansing - Friday, March 7

 

Communities are now eligible to create neighborhood improvement authorities as a result of the recent passage of the Neighborhood Improvement Authority Act (PA 61 of 2007). It is the latest incarnation of using tax increment financing (TIF) to promote economic growth in residential districts in municipalities. The Michigan Municipal League is presenting a half-day training on how to use TIF for residential neighborhoods.

  • develop an action plan for revitalizing Michigan's central cities;
