Follow-up from the QAP
Dialogue in Flint last week
CEDAM would like to thank all
of the members who attended last Thursday's QAP meeting in
Flint. There was excellent representation of non-profit
CDCs among the many groups who were present
that use the LIHTC to build affordable housing. Also,
there will be three public hearings on the QAP during
September; those will take place in Lansing, Detroit and Gaylord. For those of
you interested in reading the proposed QAP, please look over
MSHDA's draft as well as the
CEDAM summary and evaluation of how the
draft responds to CEDAM's list of
recommendations.
Industry Survey 2007: WE
NEED YOU TO REPRESENT
WE NEED
YOU to take our 2007 Industry
Accomplishments Survey - all data collected will be used
in writing the 2007 Industry Report that will be published
this fall, so we need ALL of our CDC members
to show off their hard work!
A hard copy of this survey was mailed out to all of our
CDC members; if you did not receive it or need another copy,

Michigan Home Loan Protection
Act
House Democrats are proposing
the Michigan Home Loan Protection Act (HLPA) to prohibit
predatory lending practices and protect homeowners. A press
conference was held last Friday in various cities to unveil
the plan. State Representative Marc Corriveau (D-Northville),
a lead sponsor of the bill package, stated, "Our legislation
will protect consumers and homeowners from the subset of
reckless lending practices that line mortgage lenders' pockets
and lead to foreclosures." Please read the full press release, as well

MNA survey - How are budget cuts affecting your
non-profit?
The Michigan Nonprofit
Association has been receiving numerous calls from the
media regarding the financial condition of the nonprofit
community. To evaluate how previous and future budget cuts are
impacting the ability of nonprofits to provide needed
services, they are asking all Michigan non-profits to complete
a short online survey by September
10.
We want you to recommend your favorite
places!
The American
Planning Association is having a "Great Places in America"
contest. We would like to encourage our members to suggest
deserving streets and neighborhoods here in
Michigan.
MLHS Health Public
Spending
The Michigan League for Human
Services' report, Tax Dollars at Work: Public
Spending for Selected Health and Social Programs in Michigan,
by County, FY 2006 is now available. Also available
on their website are reports on
the disappearance of manufacturing jobs in Michigan, the need
for adult education and job training and a fact sheet with
updated data on Michigan Poverty, Income and Health Insurance
from the U.S.
Census.

President Bush's National Foreclosure
Initiative
President Bush announced last
Friday that troubled homeowners may be able to receive help
from the federal government. His focus is mainly on reforming
the Federal Housing Administration (FHA) by allowing sub-prime
borrowers to refinance into FHA-insured mortgages. Bush urged
Congress to further reform the FHA by lowering down payment
requirements, increasing loan limits, and creating pricing
flexibility. He also called for a foreclosure-avoidance
initiative and warned that the Administration would be
increasing its efforts to hold brokers accountable for fraud
and force them to disclose complex fees clearly to
borrowers. Please read the full statement and view

foreclosure. Additionally, Federal Reserve Board Chairman
Ben Bernanke also warned that sub-prime lending problems were
affecting financial markets and threatening to slow economic
growth in his speech at the
Federal Reserve Bank of Kansas City's economic summit in
Jackson Hole, Wyoming. These remarks have led many industry
leaders to believe Congress will remain focused on financial
services issues.

| Kick-off of
CEDAM Fall Roadshows... stop #1:
FLINT |
We kicked off our
fall "road shows" last Thursday with a visit to two of our
members in Flint. Our first visit was with Pat Motter,
Executive Director of the Shelter of Flint. We
met her at one of their recent successes, the Rosewood
Riverview development. The complex has 39 units, 8 of which
are specifically targeted for residents with special needs.
These units are 39 of 500 homes that Shelter of Flint manages
while also running a shelter that provides temporary housing
to over 1500 people annually. The Shelter also runs health
screenings and education/job training programs and
workshops to help the residents get back on their feet.
The Shelter of Flint has been running for
over 24 years.

Our second visit was to Salem Housing
CDC. We met with Raymond Hatter,
Executive Director, and discussed some of the issues facing
Flint as well as one of Salem's
newest developments, Kingswood/Metawanenee Hills
Homes. This project included the building of 24 units of
affordable rental housing between MLK Avenue
and Garland Street at Welsh and Wood Streets. They
are single family homes (10 in 5 duplexes and 14 single homes
that match the historical feel of the neighborhood) and will
add and maintain green space in the community. Beyond the
construction and management of the units, Salem also has a
homebuyer
program that includes homebuyer
education, access to loans and financial money-management
training. |

Rural Voices
The HAC's Summer 2007 edition of Rural
Voices is entirely devoted to rural rental housing
preservation successes and challenges. "More Than Housing at
Stake" features articles that look at preservation policy
and report on the USDA's multifamily preservation
initiative. Also, check out the Rural Voices Goes Green
edition for information on rural-specific green building
techniques. |
